TL;DR an amd FX-9590 running at 5 GHz is slower than an Intel running at 2.5 GHz due to IPC. Fuck GHz, they're pointless unless you're comparing similar architectures. IPC is the key metric.

I have used 2.4 GHz for most things without any issues. Now that software keeps inflating with bloat I would look at 3GHz, which is widely available. There is not much reason to get higher ones, unless you plan on doing something significant.
But honestly clock rates, cores and other things are mostly marketing gimmicks now that most chips can handle so much today.
For my basic build which handles most things I look for 4 physical cores at 3GHz, with more cache for multi tasking.
But really an i5 is solid middle market for good reason, so start looking at them if you don't know what you need. But you might want to know what you need this for before buying.
It's amazing how quickly technology progresses, my 2014 LG G3's processor is just as fast as my 2011 i5 Thinkpad's!
