You could make a viewer program for a file where the data is hard coded in to the source code.
For the viewer to show the pages the reader needs to put password which is checked against some server and it's changed every x days.
The program would empty clipboard constantly so they can't copy and paste.

Have on it an installer that can't be copied, it must be run, or at least if it is copied, it can only be run from your disk.

Have it only openable on the PC it was installed on it by querying every time it's opened.

You could use a lot of encryption and require an internet connection, so that every 10 seconds the programm give a "ping" (encrypted with metadata) to a server and requires a "pong" to continue working.

Host it on a password protected website and charge a small fee every month or so. If the same password is used from different devices, ban the user. Instead of plain text, upload the information in videos or in flash player. Maybe the normies will have difficulties downloading those. You can maybe use pictures and disable the right click in the website or use them as background images of a div and place a transparent pictures on top of them.

You'll probably get in trouble though. Let's say someone is dissatisfied with your service and gets the staff involved or maybe some teacher is curious of what kind of web library they are using.

OP, why don't you just add an EULA. Basically it'll state that the files you copied onto the USB are illegal for them to copy. This way you can sue them if they copy your pirated files.

You can do this by creating a small hardware component yourself that connects via USB.

This hardware must have its own program that installs on the PC and it's only able to read and reproduce the contents via this program only using encryption.

However it's still possible to record any audio, video, image, text and even coding from this device if it connects to a PC and it's able to show anything on the screen or speakers. So the only way is to not make it compatible to any PC and instead just make a small computer that connects to the TV or monitor instead, same as a commercial DVD player but without the DVD part.

However a DVD recorded connected to the TV can also record anything this device is displaying. SO the only way is to also include a small monitor and embedded speakers with absolutely no type of connectivity to any other device.
