If the pattern repeats enough (or is even repetitive) it'll be obvious through some form of frequency analysis, you could even get the spectrum and analyse that.

You can only measure the likelihood that a sequence is random, but as long as it is a finite sequence there is always a degree of uncertainty around the distribution function. What you're referring to is generating a sequence that is random for practical purposes. Otherwise, we can only infer what the underlying generating function is.

Yes, if it's a finite sequence it can't be perfectly random. This is why things other than background radiation are generally all that random.

If it spits out 5s forever then it will never spit out another number and thus can't be random.

If you just took a sample of the output from a random number generator and all the numbers in the sample were the same then you would just take more samples to see if it is continuing to repeat.
It is possible for a random number generator to spit out the same number consecutively, because it has an equal chance of spitting out that number as any other number, but the chance of it spitting out the same number 10 times, multiple times, should be extremely low.

The sequence of digits in PI are random. In fact, it was proved that every possible sequence of digits exist in PI. Therefore, there is a sequence of trillion 5s in PI. There is also a chance of picking out that sequence out of PI randonmly. Therefore a sequence of a trillion 5s are random.

Technically every single book and movie exists in PI somewhere and could be shared by giving out the position of the sequence. But the index is so huge that it would be easier to just share gigs of data instead. But everyone on /g/ should know that already
