My overclocked GTX 970 at 1519mhz never goes above 210watts even when topped at 99% usage all the time without vsync and this is with a custom bios which has higher power usage to trick the card into never throttling.
Normal usage at 60FPs with vsync on is around 150watts.

There is obviously a problem with their testing methodology, to begin with that MSI card can't pull more than 250000mW without a bios mod and this is with all the power slides set to max, normally it only it's allowed to pull 220000mW.
If you don't know the way Nvidia managed to get such low power usages is by strictly forbidding the card to go higher than allowed on the bios.

True. The 3.5gb problem was blown way out of proportion in terms of the scale of consumer backlash. It was being reported that every 970 owner was going to return their card yet in actual fact probably only 10% of all 970 owners knew about the problem. Most probably still don't know about it today, because it's not noticeable. When I say not noticeable I mean that the uneducated school kid who bought a 970 based on a fucking Linus Tech Tips review. That kid is getting the exact same performance as he saw in the review. It would be a bigger, more noticeable problem to consumers if the spec sheet change actually caused a massive difference in performance between review samples and actual consumer samples, but it didn't so its a non-issue for the fat kid who bought a 970 to play CS:GO.
