The 4460 is decent, but it doesn't have a whole lot of horsepower. It'll be more than fine for just about every game out there, just not while simultaneously doing other demanding tasks such as streaming or recording your gameplay.
In other words, i you want to stream shit at a decent quality, you're going to need a new CPU. If not, well, good on you, your CPU is going to be fine for years to come.

It's impossible to say for sure, but yes, that is >most likely< a reasonable expectation.
Intel has said that they won't be improving CPU performance in the near future and will be focusing all of their efforts on power efficiency, so there's a good chance that even your non-overclockable i5 will stay relevant for about that long.

It really depends on a lot of things, though. A lot can happen in 4-5 years, hyperthreading and 6-8 cores might become more common, games could start taking better advantage of these, and then your 4460 ends up struggling.

My advice is this: Don't worry too much about it. The only way to "future proof" anything here is to simply put a little bit of money aside every month or however often you get your paychecks, so you'll be able to afford an upgrade whenever it becomes relevant. Don't worry about how many years your hardware is going to last, worry about whether if suits your needs right now, and do something about it when it no longer suits your needs.

Most of it is just hand me downs from my brother, but he switched to a rather powerful laptop so I received his last desktop, I picked my own case / graphics and carried over my SSD.

I don't think I need all of this power though, I don't play games as often as I used to. Most taxing thing as of late has been Metal Gear Solid V. I kind of want to chase power efficiency so, not sure what to do.

Laptop is an Acer Aspire 5920G with the highest speed AMD graphics you can put in it's MXM graphics slot. I want a lighter one, don't need it quite so strong as I don't really use that for a lot of games either.
