Not if you're using Java/AS. Look into Xamarin and Visual Studio if you wanna do cross platform

xamarin is not free though and you need an actual iphone to develop apps in ios. also take note that it is a pain in the ass in every corner to develop smartphone apps in general comparing to other platforms
