Let's talk UPS, how much should I be looking to spend for an older desktop-turned file server that I really don't use much? Would a cheap one be ok or not?

Go on APC's website, they have a handy calculator that you can use to figure out approximately which model you need for what power draw and what battery runtime.

What to do when regaining power is generally a BIOS setting.

Why does uptime matter for your server when everything that uses the server won't have power? Just get one that's enough to safely shut it down.
