It can be almost anything you want.
You could essentially be the most lightweight OS, with tons of programs installed and running, if you use your USE flags correctly.
It's all about tailoring the install to your liking, or needs.
I like it for my old ass IBM Thinkpads.

Besides Linux from Scratch. Yes.
But after you do it a couple times, it goes by pretty quickly.
Compiling the kernel takes the longest. Took about 20 mins for me, just sitting there waiting for that.
After that is done, you install GRUB, and basically reboot into the base system. Then its up to you how to customize from there.
Arch has Architect.
Why can't Gentoo have a helpful installer?
They can call it, 'GenTool'.

You could in theory, do this, but the user would still have to know a lot about the device they're installing it on.
Genkernel (a built in program with a helpful GUI for configuring the kernel), is primarily used by everyone when installing gentoo, and a lot of people make changes to this, depending on what machine they are running.
So, I guess what I'm trying to say is, yes, an installer could make it easier, but not by a whole lot.
Also, once you're done installing, the user would still have to be pretty fluent with GNU/Linux and editing .conf files. So you're probably only saving the user, maybe...20 mins worth of work.
The whole point of Gentoo is customizing everything down to your needs.
