Would there be a difference between unplugging / plugging back in an ethernet cable from my computer vs. the modem?

For the last few months my internet has been fucking up here and there, restarting my computer doesn't do anything, restarting the modem remotely doesn't do anything, unplugging the ethernet from my computer doesn't do anything.

For some reason the only thing that works is unplugging it directly from the modem, but it seems like those things would be the same. Are they not?

Maybe the router is having problems auto-negotiating the link speed or duplex settings?

Not that you'd be able to tell on most consumer routers.

I'm no engineer, but I'm guessing it has something to do with the cable plug and/or the modem's ethernet port.
