Depends. Mine's 17 inch and I scale my 4k display to give the working area of 1440p which feels right. A smaller laptop you could probably scale down to 1080p pretty well.
And yes, it still makes a difference. Everything looks so much better

A bunch of folders named like junk, sadsafs, somethingelse, a few random pictures and shortcuts to few aps or nicely organised folders, app launchers and so on. This is, like Louis would say, a clusterfuck
Both Windows and Linux (and osx too) offer sane way of keeping your files in libs like music, pictures etc. They all can display icons and folders on desktop, they all can have launchers.
Anyway, it's not about "functional desktops" as you call it it's about windows users that pile everything on desktop and struggle to find anything after some time.

It's easy once you figure out how to choose the right flags when compiling. The install is REALLY easy. Easier than arch, and arch is piss easy. You don't even have to change most of the settings if you want an en_US.UTF-8 machine. Just pick your hostname, add how many cores you have to make.conf and fstab and you're done.
