your windows got the memory corrupted, so each time you start - even after a reinstall - your machine loads saved blobs from your memory which in turn causes this. As the memory is corrupted, it may spread over to the rest until you can reset your memory with gentoo's memory tools. One of that collection of tools is called htop, where you can verify the integrity of each block. When you're done scanning through, you might have a chance to rescue your hardware, otherwise it will fail soon and spread from just the memory to your motherboard chipset. If that happens, game over.
