The design is stuck in the 2000s, not that there is anything inherently wrong with that.

If you pay attention Nvidia does indeed updates the control panel, current version is 8.1.810.0.
It could be faster but it no longer freezes for a few seconds when trying to change settings like it used to and it's a lot faster when fetching the installed games list.
If you mean update as in changing the gui like AMD's crimson, I don't see why bother with something like that when the NVCP has everything in it's own category and there is no way to get lost.

if it was something you used every single day i can understand wanting to update its interface for the sake of change, but its something you touch once and maybe touch again a month later for most people.
