Perhaps you have a shit motherboard that can't manage the fans properly. The Z97 board I had with my NH-U14S kept it completely silent under anything but Prime95-type loads. Using the same cooler with an older AM3 board now and it's audible even at idle, even with the LNA installed.

Fan speed can be controlled in the bios.
If you're not happy you can even use the low voltage adapter.
Saying a Noctua is not silent is like saying my car doesn't move because I don't step on the pedal.

Every one of these double fan/heatsink monsters are overpriced rip-offs that will flex the shit out of your motherboard.
The D15 fins are less spaced than on the D14 si it requier more static pressure.
If you want to run your fans at very low rpm, go D14 but its also true that the new A15 fans that come with the D15 are better

Thermalright TY-143 if you can fit them. High RPM, lots of noise, fucktons of airflow.
Run them at 1300RPM or lower for very little noise and still decent amounts of airflow.

As I said, at full speed they're noisy as fuck but they shift tons of air.
Undervolt them and they become pretty quiet while still moving a decent amount.

Recommended to remove heat sinks that size before moving it around I heard. Also, Intel is using thinner pcb on CPUs. Some people buying skylake prebuilts had the processor get damaged in post by the heatsink.
