What the fuck are you talking about? They're moving all of the functionality from Control Panel to the new Settings pane. Every update moves more and more functionality over. I think the only thing I even use the old Control Panel for is to manage Bitlocker.

the reason it hasn't happened yet is because they have shittons of legacy code they're trying to keep while at the same time making the UI simpler. Can't change everything and keep it the same at the same time. That's why these old control panel windows still exist despite trying to simplify it starting in Vista
