1) Intentional restriction. 4chan doesn't need any text formatting. It wouldn't add to the content, which is meant to be fairly simple and disposable by design. Hence post length limits, auto saging, and limited number of threads per board

2) It would only be useful for shit posting. Even spoilers are cancerously abused.

3) Markdown is gross.
