So I bought a rig that someone had built themselves tonight and everything seemed to be running smooth. A decent startup time and everything. I tried playing CSGO and the fps was for shit, and I was rubber banding like crazy. I have a Nighthawk router, upgraded internet speeds, and my last PC had no problems with this. So it can't be an internet issue. The specs for the new PC are as follows.
Core i5 4690k
EVGA gtx 970
16 GB RAM, four 4gb sticks, two Corsair, and two PNY
Gigabyte z97mx gaming 5
Seagate 1tb hhd
Corsair cx750m power supply
Not sure what exactly the problem is, but I know I shouldn't be having the issues that I am.
rubberbanding really isn't the same thing as low frames.
It sounds like a connection issue.
That or you're just really bad at explaining what the problem is.

What OS are you running it on? Keep in mind that in most cases the most performant option will be Gentoo.
