Is there such a thing? Tl;dr: What's the Signal app of VOIP but available for computers too?

Very, very, very, very big bonus if it can be routed through Tor (TCP instead of UDP). Last time I asked about the TCP thing, no one knew.

Also, a newb question, how do you set up VOIP over something like Linphone? Is it as easy as both people have Linphone on their computer, enter their usernames, and chat, or not?
