So I've recently acquired an ancient samsung laptop that I'm planing to make separate partitions for both windows xp and mint. Question is, being that I'm working with a clean install of xp, can I manually update it by downloading the service packs in order or otherwise update it via usb to bring it up to where it would have been at it's end of support date?

You need at least SP1 to install SP3, then (because there is no rollup after SP3) get all the post SP3 updates in the usually way at windows update or check out some update packs from ryanvm.net.
