Hook up an LSTM to a word 2vec implementation that aprses the output. Word2vec handles passing each word into an n-dimesnional quality vector that the neurons in the LSTM can then interpret.
user input -> word2vec -> LSTM -> word2vec -> terminal

In Sarah Connor chronicles they had a few neat episodes on how the terminator AI worked.
The system (let's assume Linux) has a number of programs running. The actual AI program uses a lot of resources, but numerous smaller ones also can run. For example one program is optical character recognition. We see this in the first terminator movie.
How does this help? I think of AI not as an operating system, but as a program that can call up and use other apps. Also it saves a lot of work cause things like OCR are pretty much perfected and often open source.
