I want to build a small file server (few TB) for my apartment so myself and my roommates can access movies, shows, porn and shit without the fucktards getting my internet turned off for poor torrenting practices.
Do I need a setup with Windows Server 2003 or whatever, or can I just plug it into the router and have them connect through their PC's?
Would a Windows Server rig give me any perceivable benefits or control for my purposes?

The best thing to do would be to use freenas or openmediavault. The easiest thing would be to set up samba on top of your existing windows installation. Don't bother with windows server garbage

Plex is good if you want to watch your content on a tablet or phone, or if you want a pretty interface to interact with your content. Samba just sets up a network drive you can connect to through your PC, like any other drive on a PC. There's no reason you can't set up Samba and Plex. I would agree that Linux or FreeNAS is the way to go.
