First you have to learn how to configure your basic OS then switch to Linux.

I've configured it the best I could, removing scheduled tasks for drive optimization (don't need it, have an SSD), removing defender, cortana, windows indexing, useless services, disabling updates. No matter what I've tried, and I've looked at others with the same problem, the only conclusion that I've seen people come up with after the latest updates are "It must be a bug."
There's no way to stop it. Even disabling via scheduled tasks, there's no info on it.

it is idle system optimisation. if you want to just run it once and let it do all its work you can do so in the control panel if you search for maintenance. it can take a couple of hours even on a high end machine with an SSD though.
