thats because the kernel guys are locked in the basement , understaffed, and recieving no input from management.
Kernels aren't sexy. You don't sell and OS on its kernel. You sell it on a modern UI, web apps, and Cloud Integration. Basically pretty pictures and nebulous talking points.
