No, it just blocks Spotify's and others' ads. To access their servers as if you were in the US, you need a VPN, which costs money, but not as much as Spotify Premium, and it has other benefits. Basically VPNs give you the ability to show up as somewhere on the internet where you are not. Useful for getting around region locks, torrenting/seeding safely, or staying anonymous.

0.0.0.0 is invalid, it will fail immediately (a good thing in this case), 127.0.0.1 refers to your loopback address, this will usually take longer to fail (or will return something from a local web server if one is running)
