A lot of apps are limited because devs don't have permission to access or modify stuff.
For example, I remember seeing a very cool alarm app that needed to be open, not on background, in order to work. Only because the dev his app couldn't go deeper on the os.
It's also not impossible to clean the store. Even play store is usable. I literally get lot of fake results in front of the correct ones most of the time that I search for a app.

My friend has the moto x 2014, and he has had no problems with it. I've tried it and it was pretty nice. It was on sale for just 200 euros but the store ran out of stock before I could get one
Also my girlfriends moto g 2nd gen is pretty good. It's definitely not a flagship killer or anything but for it's price it's pretty sweet.

I'm a dev. I don't think alarm apps are plausible on Windows because almost all systems hibernate rather than go into Connected Standby. Even the Surface products enter hibernate after 4 hours when left alone! That's more of a problem with converging an OS for phones and PCs.
