Lumia, LG, Sony, iPhone and Samsung all support fully manual shooting. You get to manually adjust ISO, Shutter speed and focus on those phones.
iPhone sucks the most for manual shooting, as the shutter speed can only go as low as 1/4 compared to 30 sec - bulb on the Samsung, LG and Sony.

I was kinda disappointed when I saw this review showcasing the video quality of the iphone vs the nokia 1020 because I don't like ios. The review makes the iphone's video capabilities look great. I agree that comparing cell phone cameras is pointless considering the differences are marginal and not noticed by average users or casual photos. A steady hand with good framing and lighting is a bigger difference than different phone cameras.
Though, saying phone cameras are shit and to only use high quality cameras seems ridiculous. If I'm going for top notch photography then it makes sense to use a good camera. But people wanting better quality cameras on their phones drives the industry to keep improving them. I enjoy the decent quality photos my phone takes compared to the shit we had 10 years ago. Not wanting better would be like quitting after CRT TV's because 70mm projection is the only thing worthy and there's no point in wanting more out of cheaper, more affordable, commercial TV's.
