If that were accepted as an answer people would be expected to reinstall their OS everytime something minor goes wrong.
It's also just a dick answer, it's generally accepted by everyone to be a last resort solution. Suggesting it outright is basically just saying "fuck you".

Because these people are masochists. It took me like 30 minutes (5 minutes if you don't count ask) to do a clean install to fix an issue I probably could have spent days trying to figure out.

I only re-install my windows every few months and I have no reason for doing it so... back in the days it was necessary bacause windows bloated itself pretty fast, but nowadays especially 8.1 + it is amazing.
( I've skipped 7, vista etc - used xp until 8.1 )
