It isn't yes but that will mostly be a problem on lower end portable devices if at all. YouTube is a good example how well the decoding works on a lot of devices. It's considerably more efficient than VP8, we'd get fancier looking webms. Encoding is a lot slower but that isn't much of an issue for short clips to be used and uploaded here.

Opus, VP9 and Ogg are all great codecs for what they're designed to do - and more importantly, they're free so they can easily be used on the web.
I chose not to comment on the question of sound vs no sound on 4chan, but rather comment on formats based on their technical merit.
