The GUI, mouse included, was originally designed for advanced users who were sick and fucking tired of typing line addresses into ed, typing ls every five minutes, and writing ten million shell aliases
Home computers for little kids and normies had CLIs because that's all they could figure out how to use anyways

CLI is great for scripting or basic use. Anything inbetween is hell.
Ideally you want CLIs but with a GUI interface, so you can choose both.
