It's an over-voltage protection balun. You have a 75Ohm incoming pair connect at the bottom (coaxial), which is then converted into a 120Ohm interface at the top as an RJ45 connection.
The main purpose of this device though is to shield a mobile phone base station from an over-voltage that could fuck up the main interface card on the equipment (this module sits outside the radio fixed to the rack - it's totally unpowered and passive).
You could try selling it on eBay and you'll get $0 for it, there's literally millions of them out there. Each base station has five or six in them.

The E1 on the front describes the line-rate of the signal it can handle. E1 is 2,048kbit/s or 30 channels (28 voice). It's a European standard. The US and Japan equivalent is a T1 or 1.55Mbit/s
It's a very old transmission standard (going on 30 years old now), but it's still used everywhere to carry voice.
