It's usually a soft-limit on the controller these days especially true on Sandisk's cheaper drives.
Cheaper Sandisk memory does 16MB/s writes for the first 2 seconds then artificially caps it at 4MB/s for the rest of the transfer, on transfer graphs you can see 1/4s bursts of 16MB/s writes and 3/4s of it doing absolutely nothing.
