Around 2005 or 2006. I'm the last person to claim that desktop Linux is better than Windows but I honestly believe that Ubuntu exceeded the XP experience quite early, and recent iterations of various distros (e.g. Mint) come quite close to Windows and OS X in desktop quality. It's still got a few flaws (notably hardware compatibility, usually with audio hardware and some dual monitor setups) but overall I've found that computer illiterate family members have no problems using Cinnamon or Unity or Gnome.
