Afaik the reason Macs were so popular amongst media guys was that it had decent 64bit support before windows, that was years ago. So it won't matter what you chose if you just consider that aspect.
However, OS X is a Unix-like OS and thus vastly superior to everything microshit has ever produced, so go for Mac.

There isn't anything inherently better about the mac os that makes it better for graphic design. You can write nearly identical software to run on both.

I'm a graphic designer, and it doesn't matter one iota. Only thing you can't use is gnu+linux, because you can't not use photoshop.
It's a complete myth that macs are better for creative people, and if you're already on windows then it doesn't make sense to switch because you have to learn how to use the shitty osx ui and it's keyboard commands. It just slows you down.
I use both, macs at work and windows at home, and I prefer my PC.
hardware is more important desu, having a nice wacom tablet and a colour correct monitor are essentials.

You can just build your own computer, and install OS X onto it. If you do, you should prioritize:
Ram
CPU with hyper threading
Work tier GPU.
I'm not sure how computer intensive your graphic design work is, but this should stand for most work related computer needs.

Affinity designer and Affinity photo. Adobe CC is a nightmare for industry. We're all moving to affinity in droves. It does everything adobe does, and takes advantage of Core Animation, Core Graphics, and other OSX specific technologies.
