Is this chode still the best choice for a browser box for my parents? Worried about the anus GPU it comes with for bluray playback.

If you're concerned about the performance of the iGPU for high res playback, just grab an A6 APU or something alone those lines. The iGPU in those is plenty, even with slower RAM (Though really, the difference in price between 1300Mhz kit and 2133Mhz kit is all of $5).
That G3258 is good enough for office work and light browsing, but as your have stated in your concerns, the iGPU is lacking so it's limited in what it can do as a media box.

My mother's web-browsing and office computer is running on an Athlon XP 2600+ and it works perfectly fine, so I'd say you'll be good.

It's pointless for that purpose. Get an Athlon 5350-based AM1 system instead. The CPU and an ITX motherboard would set you back less than $75 combined.

I've built an office PC with a Celeron G1840 and it plays Blurays fine. It can even play 4K H264 and 1080p H265.
Youtube videos work fine up to 1080p 60fps.
It's fucking garbage. iGPU is garbage, only 2 threads, low frequency, no guarantee of how much you can overclock it, and requires an expensive jewtel motherboard.
Get an A8-7600 instead. The iGPU is very nice, 4 threads, can turbo up to 3.8 GHz out of the box, and FM2+ motherboards are cheap.
You're parents aren't going to be playing arma 3 so uber 1337 single thread performance means jack shit here. The iGPU can be used for hardware acceleration for things like video playback and let them play facebook games lag-free.
If you're adamant about sucking intel's cock, at least get the i3-4170 which has 4 threads.

My previous build was 2500k+980 Ti
My friend had an old Extreme6 Mobo he thought was dead, so I had it on a "test Bench" for awhile.
I had no 1150 CPUs so I bought a 3258 because it was cheap and would allow me to test shit.
Turned out there was nothing wronjg with the mobo, so I bought a 4790k and that's more or less my current build.
Fun to shitpost with it tho
I am happy to report that while it did bottle neck the 980 Ti, it did not bottle neck it at 1080p and I was able to average 50-60 fps in most games on high to ultra settings.
