Pretty much every national agency is using RHEL because of how well SELinux works on it.

Depends on the use. I know they've have big contracts with cloudera to supply them with management tools for hadoop. That's going to be Ubuntu or RHEL based on what cloudera posters support on.
I'd imagine they run their own build of the OS on everything they have, from the server to the switch. Most switches are software defined anymore, and run a BSD variant, but a few run Linux.

One of their leaked slides show that they had a fedora core laptop used to exploit other machines. This tech was from back the day, but I'm assuming they're going to be running RHEL and fedora for their main machines.
