Depends of your usage of it. If you paly games (as mentioned above) or if you have to deal with large files (like audio files), then yes, you need 8GB of RAM at the very least.
As a music producer, I often fill 8GB of my RAM, and I once went up to 23GB full.

I do video editing often, but of course also have my browser, GIMP and other stuff running in the background. I used 8gb in the past, but would sometimes see usage of the swap file and significant slowdown. Went with 16 on my new build, couldn't be happier since i don't have to think about ram usage anymore.

Even in the test articles everybody reads where they are saying 8GB of RAM is fine for "most" people, the 16GB setups still performed at least slightly better with everything and some of these tests were using SSD drives which is a pretty big factor to just throw i there.
Then those who get upset at people having more than 8GB for some reason immediately change the "only offers minor improvement in most cases" to "there is NO benefit, why would you buy more than 8 like I have".

8GB gives you room to breathe and you will almost always have enough. Beside it's like $30 for an 8GB RAM kit so price isn't really a problem.

Depending on what you do, 8 GB may not even be enough (especially for running VMs).

It doesn't really bother me to be honest. It can automatically increase to 1GB if the vydia gaem needs it (GTA IV worked with ~700MB of VRAM usage). Any game that requires above 1GB of VRAM can't run on my laptop so it doesn't matter anyway.

Not at all unless you're using an APU or a server. dual-channel 1600 Mhz DDR3 RAM (25.6GB/s) is more than enough for most situations. If you use a dedicated graphics card then the only benefit I can see in using fast DDR4 RAM is more FPS on fallout 4. But that's mainly due to the fact that fallout 4 is an unoptimized piece of shit.
