Sapphire is usually the go to brand for AMD cards.
Powercolor (imo) is just as good. Their cards are heavily underrated and their PCS+ version of their cards usually go toe to toe with, if not beat Sapphire in some thermal tests.

No complaints with my MSI twin frozr 380 but I've also heard that Powercolor nailed the cooler on this one. Also can't go wrong with Sapphire as everyone else has mentioned. The twin frozr is probably not as tailor made as the other brands, but it works ok.
Man, fuck Sapphire, or rather fuck their Dual/Tri-X fans. I have personal experience with 5 Sapphire cards since HD7000, 4 my own and 1 belonging to a friend.
4 out of 5 fucking cards have developed rattling fans, 2 out of those are my current Tri-X 290Xs that haven't even seen 1 full year of use yet. A friend also has a 290X Tri-X with a rattling fan as well, less than a year old too. Fuck that shit. I've never had such a poor experience with ANY sort of PC cooling fan, it's fucking unbelievable that this happens.
The only card out of the 5 I've seen that doesn't have a shitty fan is a 7850 Dual-X that has had a very easy life of mostly sitting idle.

Any price cuts will likely come before the new cards arrive. The 290 and 290X were being sold off dirt cheap before the 300 series arrived, yet shot back up in price and have remained there since it launched, because there's little stock left and retailers can charge a premium for it.

It doesn't do anything as well. Sapphire's coolers are better and quieter. PowerColor is a decent tier two option, but the price differences are so small that I'd just pay the extra and make do with an inferior card for months/years in order to save $10.
