Considering streaming probably means YouTube, Twitch, or some other shit that uses Flash or Silverlight, yes it does. Even the reviews say it will stutter on content-rich websites.
Also, I just bought a x220 with 4 GB RAM and a 128 GB SSD for $180, so no you can definitely get something better than a x201.
The resolution and IPS is nice on a Chromebook, but the processor and SSD space is trash.
