I know downloading is fine obviously, but is seeding also legal in this instance? Am I seeding that specific NIN file, or am I seeding all sorts of random stuff? thanks :*

As for whether or not it's legal to seed it, you should read the creative commons licence, I'd say it's probably fine.

There's more than one creative commons licence, but yes, you can do whatever the fuck you want with it.
Yes reseeding the NIN torrents is legal, that's why he distributes them via torrent and not direct download.
That said, your ISP might have an upload cap. I remember when I seeded the high resolution concert footage from the year zero era I got an angry letter from my ISP, saying if I kept seeding they'd start charging me for a business-tier plan. That was ~2008 with Comcast, upload cap was 200 GB/month back then.
Nothing is illegal about seeding.
The problem comes when you're seeding strings of numbers that someone else bought the rights to.
