Mozilla actually went out their way to make sure this happens with telemetry in Firefox. It used to just stop tracking when you turned it off, but now they made it so it keeps tracking, but only sends when it's turned back on. So it will send all of the data it collects while the setting was off the moment it gets re-enabled. And they called that change a "bug fix".

I mean the point of that post was that the good thing was disabled as part of a workaround, then ultimately scrapped because it wasn't used (obviously because it was gimped by a previous workaround).
