Depends on your use case. If you aren't deploying docker images to prod, vagrant is probably your bro.

I support application developers and also do my own config management development. With vagrant the developers can run a simple command and a few minutes later they have a fresh Linux box running on their workstation that looks exactly like a prod box. In the days before vagrant, this phrase was heard all day every day "but it works on my workstation, if it's not working on YOUR servers, something is wrong with YOUR servers, not my code"

At my place of employment we have use phpunit for our tests and shit.

We have
A Windows Server running on bare metal
An Ubuntu Server vm on the Windows Server
A Docker dev environment (for each developer) that runs on the Ubuntu Server
A python script in each dev env that does some shit then runs a shell script that launches a new Docker image(we're now windows->ubuntu->docker->docker)
Inside that docker image we have a shell script that finally runs phpunit

It's a simple and intuitive workflow.

vagrant = vm that requires memory/cpu assigned to it, and programs running inside only have access to whatever resources you assigned to the vm

docker is a container, it doesn't need resources assigned to it like a VM, stuff running inside docker have access to all of the system's resources

docker is more lightweight, pretty much has no overhead unlike a vm.
