I'm making a cell phone by wiring a single-board computer (something like a C.H.I.P. or rpi zero) to a GSM module, a battery, and a touch screen.
Is there a version of linux that can take incoming calls and receive outgoing calls? It seems like they are all only capable of data and SMS.

Android OEMs get baseband firmware with the actual cellular modems they buy. They're like binary blobs that are fundamental to the working of the phone. Android (and iOS) work above that layer.

If you wanted to abracadabra a crowd of people you wouldn't make your own cellphone to send and receive the signal.
That's dumb.
There are tons of more reliable and effective ways to remotely send a message than to use a cellphone, much less make one.
I attempted something similar except I tried to use a modem I broke of from a shitty android phone
