Making phone calls in Linux

I'm making a cell phone by wiring a single-board computer (something like a C.H.I.P. or rpi zero) to a GSM module, a battery, and a touch screen.

Is there a version of linux that can take incoming calls and receive outgoing calls? It seems like they are all only capable of data and SMS.

There are tons of more reliable and effective ways to remotely send a message than to use a cellphone, much less make one.
