My GPU idles at between 50 and 60 because that's where it shuts the fans off and I don't care enough to manually run the fans to keep idle temps lower.
i7-6700K, no HT, no Turbo, 4.2Ghz
Temps are ok, whether it is idling or on load (Noctua NH-U12S with 2x NF-F12 PWM).

Not impossible. sort of. If fans are moving air faster than heat is being generated it can idle just a small percentage of a degree above inlet or abbient.
if its < 1/2 of a degree the software will round down and report that you are idle at ambient.
r9 290 is a bit warmer than i'd like it to be at idle but whatever.
