When will 4K 60fps gaming be viable on a single-card solution? Pascal?
How does the 980ti handle it?
Next gen top tier cards should be able to handle it.

With what settings? I can get 60fps 4k from an 8GB 290X, supposing I dial things down, much as I could get 60fps 1440p from the 580.
In terms of near max settings, 60fps, pascal probably won't do it. It's hard to know if pascal and polaris will make an impact that justifies the hype. I suspect polaris will have a bigger performance gain, but also coming from further back. My best guess is that the next gen will try to hit 60fps 1440p 2*AA maxed, and VR requirements a bit below max. Then another 2 gens to 60fps 4K maxed on one card.
Well you need two Titan Xs to get GTA V above 60fps in 4k, that is if you want good graphics and good, stable-ish fps.

single 980Ti can't really do it, that shit can't even push max settings and stable FPS in 1440p.

I prefer 144fps 1080p, my 980 does that fine on most shooters, especially when I disable any lighting/special effects that I find detrimental to my playstyle.
I understand the need for 4k on prettier games though, just to me I'll wait until 4k 144fps is viable.

Nah, 8K will stick for a while, as far as I know Asia is still planning 8K as a TV/film standard.
I find 4K discussions quite funny though, you could get CRTs that were almost 4K, the issue isn't really resolution.
Roll out HDR, lower latency, lower persistence, and better contrast. Then I'm interested.
