Hack up a case with some cardboard, make sure there's ventilation holes and shit.

Go a full AMD build. That's the only way you're going to get a non-shit computer for under $600 here. Keep in mind it will still be pretty shit. It also helps if you can reuse a hard drive that you already own (or any other parts for that matter).
Buy something like an fx 6300, some kind of r7 gpu, at least 8gb ddr3, go a micro atx motherboard/case (but make sure there'll be enough room to fit the gpu + PCIe wifi card together in it)... etc..
