I'm look to get a new computer, but my laptop still works fine, it's just got a (now) shit processor and memory space. I going to use mostly for programming, occasionally playing of old games (because fuck paying the gaymin industry to be a beta tester) and surfing and such.
Looked into getting a refurbished business laptop, but getting a new laptop seems sort of wasteful. Also looked at building my own tower, but I don't have the time for all the research to do beforehand and the testing and troubleshooting afterwords. I would like the computer to as quickly as possible. So I thinking of getting a pre-build/OEM desktop tower. Is that still a good idea, or would the other two options are so much better that I should forget about it?

Get a refurb business tower with a good processor, swap out the graphics card for a good one.

Good processor would be like a Core i5 and above?

Yeah I'd say so. Even a good i3 would do if you arent playing the best games.

beware of the psu in those, they only have 1x 6 pin psu cable on a 600w PSU. i went for a z620 which has 2x 6pin cable served by a 800W PSU, comfortably powers a R9-390X.

Maybe if I was making a server on the cheap
The fuck would I do with 24 virtual cores when it comes to gaming?
A fucking AMD processor would be a better choice
Get a used/off-lease Dell Optiplex or other similar business workstation.
I paid $120 for an off-lease Opitplex 745, it's been a great machine. I installed Mint for web/email, and it should have plenty of power for older games.
