Someone emulated an entire linux OS on android to just run gimp and uploaded result to play store.

PS Touch kind of works. It's quite limited, and it's hard to be precise. Also, it was removed from Google Play, so you can't buy it there. You'll have to download it from somewhere.

Actually they made it free but will charge you to hell with the "pro" tools. sketchbook does this as we but I think they have better tools.

Photoshop Express is a completely different app. PS Touch was taken down because Adobe "wasn't sattisfied" with the app or something.
