you can enable the frame targeting in the drivers, it won't cap it but downclock and idle the card to hit lower frame than max, it will save more power but it might not work well

CSGO capped though Vsync. 60 fames but gpu or cpu fans going insane. Will try altering fans though mobo control tomorrow and checking with speccy temp specs. Thanks for the help anyway.

So? The TV only shows the frames it can handle anyway. Caping the framerate would have no effect on the tv until it's worse than what the tv can handle.
