check your updates settings, distribution of updates. there is an option that allows other users to download updates from your PC and vice versa. so those people downloading from you would show up as a false positive.
aside from that, M$ is constantly taking feedback, look under your settings if its basic or enhanced. even at basic, diagnostic data, cortana keystrokes and usage data is transmitted to M$ which is not really a risk. It just pissed me off that I cannot silence my network, there is always activity so I went to Linux.
Its quiet and peaceful now.
