7 unless you are on Skylake or higher (possibly exceptions, but I have nothing to test on because fuck the 6xxx series and its stagnant, gimmicky mobile shit). I'm not going to let my love for Win7 fuck your hardware compatibility. Some more recent versions of 8.1 definitely support all of Skylake, but I do not know where to get ISOs of these ones.
