I'd like to use DroidCam with the flash on, but the app doesn't have a flash function. So I'm trying to find some app that turns the flash on so I can open DroidCam after that with the flash still on. Most apps instantly turns off the flash when you close them.
The built in one on the s4 works outside of the app.

No. The LED flash is connected to the camera, and takes exclusivity. If the LED is being used for app A, app A is technically using the camera. You cannot use the camera in two places at once.
